#### 2023年3月1日起，欧盟进口管制系统（ICS2）第二阶段正式生效，伴随新规的实施。

什么是ICS2?  

ICS2是欧盟的一个大规模信息系统，旨在使海关当局能够在货物抵达欧盟之前根据预申报数据（入境汇总申报–ENS）进行有针对性的风险评估。

海关当局可通过该系统尽早识别供应链中需要提交和控制的高风险货物（例如危险货物或武器）。

2023年3月1日启用的ICS2有哪些新要求？

新规对航空货运（航空快运、邮政航空和航空货运预装载和预到达）有所影响。

除预装载备案要求外，所有航空运输的邮政、快递和普通货物托运均应遵守抵达前ENS数据要求。

这意味着什么？

在货物抵达欧盟或北爱尔兰、挪威或瑞士海关前需要提交完整的安全和安保数据。
