Uganda Post wishes to inform other Union member countries and their designated operators that precautionary measures have been implemented by the Government of Uganda and the Ministry of Health in order to limit the spread of the coronavirus (COVID-19). These measures are having an impact on operations at offices of exchange and on the transport, processing and delivery of international mail throughout Uganda Post's network.
Uganda Post's offices of exchange are continuing to accept and process all mail tendered for delivery within the domestic network. However, Uganda Post can no longer guarantee the service delivery standards (i.e. delivery lead times, quality of service measurement, parcel performance measurement, tracked letter-post performance, EMS service performance, and other related quality measurement parameters) applicable under UPU provisions.
Furthermore, owing to the suspension of many flights and the resulting reduction in transport capacity, Uganda Post is currently limited in its ability to send outbound mail (letter-post, parcel-post and EMS items) to some Union member countries.
Consequently, Uganda Post is declaring a situation of force majeure with regard to letter post and parcel post, with immediate effect, it being noted that the suspension of pay-for-performance penalties has been unanimously agreed by the EMS Cooperative.
Uganda Post thanks all Union member countries and their designated operators for their understanding. It will update them via EmIS once the situation has returned to normal.
