Estonia – Declaration of force majeure


The designated operator of Estonia, Estonian Post, asks us to inform other Union member countries and their designated operators that the Government of Estonia declared a state of emergency on 12 March 2020. This is provisionally due to last until 1 May 2020.

As a result, a number of restrictions have been implemented and Estonian Post therefore wishes to inform its partners that there will be temporary changes to the services provided.

Estonian Post can no longer guarantee the service delivery standards (such as delivery times and other quality parameters, transmission of scanning events, QOS link to terminal dues) applicable under UPU provisions and associated bilateral and multilateral agreements with designated operators and any interested third parties. Therefore, it is declaring a situation of force majeure in relation to any such standards, including the quality link to remuneration.
